Overview

KAUST is committed to maintaining a safe, healthy, and environmentally responsible Research Park. This webpage provides Health, Safety and Environment (HSE) resources, requirements, and guidance for all KAUST Research Park Tenants (KRTP.)

 

From simple tenants in an office setup, to laboratories and large-scale field research sites to complex experiments and high-hazard operations, we partner with NTI’s Tenant Affairs office to highlight risks, promote safety culture and resilient tenant operations.

Research Park tenants operate as independent legal entities and are solely responsible for managing the health, safety, environmental, and regulatory compliance aspects of their operations, employees, contractors, visitors, facilities, activities, and research projects.

 

While the University does not manage tenants’ day-to-day operations, tenants must conduct their activities in a manner that protects people, property, the environment, and the reputation of the Research Park community and the University at large.

The information provided on this site is intended to:

  • Communicate the University’s HSE requirements
  • Support tenants in maintaining safe operations
  • Promote consistent health, safety, and environmental standards across the Research Park
  • Provide access to HSE resources, templates, training, and guidance

Tenant HSE Responsibilities

As an independent organization operating within the Research Park, each tenant is responsible for:

  • Complying with all applicable Kingdom of Saudi Arabia laws, regulations, standards, permits, and licensing requirements
  • Establishing and maintaining an appropriate HSE management system
  • Developing and maintaining a current HSE Plan relevant to their operations
  • Conducting risk assessments and implementing suitable control measures
  • Providing required HSE training and competency programs for employees and contractors
  • Managing hazardous materials, chemicals, biological agents, waste, and environmental aspects in accordance with legal requirements
  • Maintaining emergency preparedness and response arrangements
  • Promptly reporting incidents that may impact University property, personnel, utilities, infrastructure, or the surrounding environment

Important: Compliance with KAUST’s requirements does not relieve tenants of their legal obligations under Saudi Arabian laws and regulations.

KAUST HSE Requirements

To support a safe and resilient Research Park environment, tenants must satisfy the following three key HSE requirements:

1. Maintain HSE Plan

The HSE Plan is intended as a guide for safe operations. This HSE Plan is not intended to replace or exempt the tenant from its HSE legal obligations that are prescribed by KSA regulators or other applicable requirements.

2. Attend Mandatory HSE Training

Tenant personnel may be required to complete specific University-designated HSE training before accessing certain facilities, laboratories, workshops, or research areas.

3. Incident Reporting

Tenants must promptly report to HSE:

  • Serious injuries and illnesses
  • Fires and explosions
  • Chemical spills or environmental releases
  • Regulatory inspections or enforcement actions related to Research Park activities
  • High-potential near-miss events

Audits and Inspections

The University reserves the right to conduct inspections, assessments, or audits to verify compliance with its HSE requirements.

Additional Support

The HSE team can provide guidance regarding landlord requirements, available resources, and best practices. However, responsibility for operational HSE compliance remains with each tenant organization.

Frequently Asked Questions

  • Is KAUST responsible for managing our company’s HSE program?

No. Each tenant is an independent legal entity and is responsible for its own HSE management system, regulatory compliance, employees, contractors, and operational risks.

  • Does compliance with University’s requirements satisfy legal obligations?

Not necessarily. University requirements are supplementary and do not replace applicable government regulations, permits, licenses, or industry standards.

  • When should incidents be reported to the University?

Any incident with actual or potential impact on University property, infrastructure, personnel, the environment, or the Research Park community should be reported promptly.

 

Tenant Accountability
Research Park tenants are independent legal entities. Each tenant is fully responsible for complying with applicable Saudi Arabian health, safety, environmental, and regulatory requirements. University HSE requirements are intended to supplement, not replace, these legal obligations.
